Clinical establishment registration is often treated as paperwork to be done later, once the clinic is running. That is the wrong order: registration governs whether the establishment may operate at all, and an unregistered clinic that is inspected can be shut.
What counts as a clinical establishment
Establishments across recognised systems of medicine are covered, not only allopathy. If patients are diagnosed or treated on the premises, assume registration applies until told otherwise.
- Single-practitioner clinics and consulting rooms.
- Polyclinics and multi-speciality outpatient centres.
- Nursing homes and hospitals with inpatient beds.
- Diagnostic and pathology laboratories, and imaging centres.
- Dental clinics and physiotherapy centres, depending on scope.
What registration examines
- Qualifications and registration of every practitioner working there, with their council registration numbers.
- The premises - space, layout, and facilities appropriate to the services offered.
- Biomedical waste handling, including a valid arrangement with an authorised disposal operator.
- Fire safety and electrical safety, particularly where there are inpatient beds.
- Record keeping, and display of the registration and of rates.
Documents you will need to assemble
- Proof of the establishment's identity and constitution, and of premises ownership or a valid lease.
- Degree, council registration and identity documents for each practitioner.
- Biomedical waste disposal agreement.
- Layout plan of the premises.
- Equipment list, and staffing details for establishments with beds.
Where applications stall
The two recurring problems are a biomedical waste arrangement that has not actually been signed, and practitioner documents that do not match - a degree in one name, council registration in another.
For establishments with inpatient beds, fire safety clearance is frequently the long pole. Start it early rather than discovering at inspection that it is missing.
Renewal is not optional
Registration runs for a fixed period and must be renewed. Lapsed registration is treated as operating without registration, not as a paperwork delay, so track the expiry date from the day you receive the certificate.
